Education funding measure deemed illegal

A federal judge has ruled that proposition 123, passed by voters in 2016, violates the law. The measure was approved to make up for money owed to schools by pulling cash from an education trust fund. The judge ruled that move required permission from Congress, which set up the trust fund for Arizona. We get an explanation from Chris Hering, an attorney with Gammage and Burnham.
