Arizona Horizon: John McCain’s replacement and the 17th Amendment

The passage of the 17th amendment, which allowed citizens to elect state senators, gave governors the power to appointment replacements when a senator could not finish his or her term in office. Arizona Gov. Doug Ducey has said he will wait until after McCain is buried to begin the process to name a replacement for the late senator.
