Phoenix Proposition 106 on pension debt

Phoenix Proposition 106 aims to change the way the city funds pensions. The measure would impose a cap on budget growth for certain city programs if pensions are not 90 percent funded. The measure would also require that all funds above the budget cap be spent on pension debt. Money for first responders would not be subject to a budget cap. We’ll hear the pros and cons of 106 from Phoenix city councilman Sal DiCiccio, who supports proposition, and former Phoenix Mayor Terry Goddard, who is against the measure.
