The Phoenix Police Department announces ban on choke hold

The Phoenix Police Department announced a ban on the choke-hold submission techniques, and earlier this week the city fully funded a police oversight office. Horizonte host Jose Cardenas spoke about these and other police use-of-force issues with Valena Beety from ASU’s O’Connor College of Law.
