Open enrollment starts November 1 for Affordable Care Act Marketplace insurance plans. In Arizona, premiums are expected to drop. The White House also announced that ACA subsidies could be used to buy insurance plans that are cheaper but don’t offer the full coverage of other marketplace programs.
