There is a proposal in the state legislature that would allow parents to use Empowerment Scholarship Account funds for out-of-state schools. The ESA program allows parents to pay for private schools with state funds. We hear more from Dawn Penich-Thacker, co-founder and communications director for Save our Schools Arizona, who opposes the expansion of the ESA program, and Steve Smith, state director for the American Federation for Children, who is for the idea.
