President Trump takes another shot at an executive order on a travel ban, banning the issuance of new visas for travelers from six predominantly Muslim countries. The administration hopes the new ban avoids some of the legal challenges of the original one. Paul Kinsinger, an emeritus professor of business intelligence at the Thunderbird School of Global Management, will tell us more.
TED: GOOD EVENING AND WELCOME TO "ARIZONA HORIZON." I'M TED SIMONS. PRESIDENT TRUMP TODAY RELEASED ANOTHER EXECUTIVE ORDER ON IMMIGRATION, THIS AFTER FEDERAL JUDGES STRUCK DOWN THE PRESIDENT'S ORIGINAL IMMIGRATION TRAVEL BAN. HERE TO TALK ABOUT HOW THIS NEW ACTION DIFFERS FROM THE ORIGINAL ORDER IS PAUL KINSINGER, AN EMERITUS PROFESSOR OF BUSINESS INTELLIGENCE AT THE THUNDERBIRD SCHOOL OF GLOBAL MANAGEMENT. GOOD TO SEE YOU AGAIN. THANKS FOR JOINING US.
PAUL KINSINGER: YOU BET, TED. THANK YOU.
TED: HOW DOES THIS DIFFER FROM THE ORIGINAL ORDER?
PAUL KINSINGER: IT'S DESIGNED TO BE MORE PALATABLE TO THE LEGAL SYSTEM AND RESIST HEAVY CHALLENGE, THOUGH I SUSPECT THERE WILL STILL BE CHALLENGE ON A NUMBER OF FRONTS. IT'S DESIGNED TO BE MORE PALATABLE. IT SHOWS THAT THE TRUMP ADMINISTRATION UNDERSTANDS THAT THERE ARE A LOT OF IRAQIS THAT FOUGHT ON OUR SIDE DURING THE WAR AND CONTINUE TO DURING THE BATTLE AGAINST ISIS, SCOUTS, GUIDES AND SO FORTH. THEY ARE IMPORTANT AND THEY HAVE BEEN PROMISED THE OPPORTUNITY TO COME TO THE UNITED STATES IF THINGS FALL APART IN THEIR COUNTRY.
TED: THE 90 DAY BAN CONTINUES. THE 120 DAY BAN FOR ALL REFUGEES, THAT CONTINUES AS WELL, CORRECT?
PAUL KINSINGER: YEAH, I HAVEN'T READ ALL OF THE FINE PRINT. SEEMS THESE THINGS ARE STILL IN PLACE. I EXPECT THEY'LL BE CHALLENGED IN THE ENSUING DAYS.
TED: GOES INTO EFFECT IN TEN DAYS. THE ORIGINAL BAN, WE SAW THE MAYHEM AT AIRPORTS. TEN DAYS SO PEOPLE CAN PREPARE. THE PRESIDENT SAID HE WANTED IT IMMEDIATE SO PREVENT THE BAD GUYS FROM PLANNING TO COME IN. THEY HAVE TEN DAYS TO COME IN.
PAUL KINSINGER: THE ORIGINAL RAN INTO A NUMBER OF HURDLES. THIS LOOKS LIKE ANY ADMINISTRATION WOULD COME UP WITH AND AS A LOT OF THESE BAKED IN HURDLES THAT WILL TAKE A WHILE TO PLAY OUT NO QUESTION.
TED: CURRENT VISA HOLDERS ARE NO LONGER AFFECTED. IF YOU DON'T HAVE A VISA YOU CAN'T GET IN HERE. IF YOU DO HAVE A VISA, YOU CAN'T. IF YOU DIDN'T HAVE A VISA, YOU COULDN'T ANYHOW.
PAUL KINSINGER: YEAH, THERE WAS A GOOD CHANCE YOU WOULDN'T GET IN.
TED: IT WAS A BAN ON THE ORIGINAL, NOW A TEMPORARY BAN. POLITICAL MOVE MORE THAN ANYTHING?
PAUL KINSINGER: I THINK SO. SYRIA HAS COME APART IN THE LAST SIX YEARS. THERE ARE ALL KINDS OF REFUGEES. PEOPLE THAT ARE PROFESSIONALS TRYING TO GET OUT OF HARM'S WAY. THERE IS A LOT OF TALENT, A LOT OF SKILLS. THESE ARE NOT PEOPLE IN SYRIAN GANGS AND SO ON AND SO FORTH. THERE IS A RECOGNITION OF DIFFERENT AGENCIES AND ADMINISTRATION THAT THIS IS A HIGH COMPLEX PICTURE, HIGHLY PIXALATED AND YOU HAVE TO GO THROUGH THIS MORE CAREFULLY BEFORE YOU MAKE ABSOLUTE CONDEMNATIONS ON CERTAIN THINGS.
TED: ETHNIC MINORITY RELIGIONS ARE NOT SUPPORTED BECAUSE THEY ARE NOT GOING TO PASS LEGAL MUSTER.
PAUL KINSINGER: RIGHT. THERE IS THE ISSUE THAT THIS IS A "MUSLIM BAN." THE COUNTRIES ARE PRIMARILY MUSLIM. FOR THE MOST PART, NONE OF THESE PEOPLE HAVE ANYONE TO STAND UP FOR THEM. HALF OF THEM HAVE NO GOVERNMENT IN PLACE. THERE IS GOING TO BE NO PUSH BACK BUT THE POPULAR SUPPORT IN THIS COUNTRY FOR THE STATUE OF LIBERTY VERSION OF WHAT THIS COUNTRY STANDS FOR. FOR THE MOST PART, THEY'LL BE ON ANYONE'S LIST, IRAN -- THEY ARE OUR FAVORITE BEAR TO POKE MANY THE AREA. YEMEN HAVE ALMOST NO GOVERNMENT TO SPEAK OF, SYRIA -- THERE IS NOT ENOUGH CONTROL ON THE OTHER END TO KNOW WHO IS WATCHING VISAS. THESE ARE SAD SITUATIONS.
TED: ABOUT A MINUTE LEFT. THE BUSINESS COMMUNITY. RESPONSE TO THE ORIGINAL BAN YOU THINK RIGHT NOW? WHAT ARE YOU HEARING?
PAUL KINSINGER: IT GETS TO THE AGE ISSUE MORE THAN ANYTHING AND STUDENTS DOWN THE ROAD. FOR THE TECH COMMUNITY, H1BS ARE IMPORTANT TO BRING IN STEM SPECIALISTS FROM OTHER COUNTRIES TO FILL THE JOBS FROM THE TECH WORLD. WE'LL SEE HOW IT BAKES OUT IN ENSUING DAYS. EVENTUALLY, BUSINESS IS GOING TO HAVE TO SAY WHERE ARE WE GOING TO GET PEOPLE TO FILL THE JOBS. IF WE DON'T HAVE AMERICANS TO DO THIS, WHICH IS THE ORIGINAL PROBLEM, WHY INDIANS COME INTO THESE POSITIONS, THEN WHAT'S SUPPOSED TO HAPPEN? ARE THE JOBS SUPPOSED TO CURL UP AND GO AWAY? DO WE OFFSHORE THEM? WHAT? HOW DO WE MAKE THE COMPANIES WORK AT SOME POINT?
TED: I GUESS WE'LL FIND OUT.
