Changes made to recreational marijuana ballot measure

The Arizona Legislative Council suggested changes to a ballot measure that would legalize recreational marijuana if approved in our state. Chief among the concerns are any potential conflicts with federal marijuana law. The council dealt with that and also suggested other changes, some minor such as grammatical revisions.
