Copa Health, the largest provider of integrated health care services for individuals with serious mental illness in Arizona, has opened a new center to help behaviorally or emotionally challenged youth transition into adulthood.
Copa Health opened their new Voyager Center in Mesa on June 26, 2025. The Copa Voyager Center offers a lifeline for adolescents as a transitional youth residential program, serving as a vital bridge, providing a safe, structured and nurturing environment where young people can build the skills they need to thrive.
Brett Behan, Vice President of Housing and Community Support Services at Copa Health, joined “Arizona Horizon” to discuss the opening of the new Voyager Center and what services it is bringing to Arizona’s youth.
The program is broken up into three sections: employment, housing, and clinics. This new center is the first of its kind in Arizona, and aims to provide a solution to a longstanding community issue. The main focus of the program is to develop essential life skills through specialized classes.
“We teach the basics skills for these folks to be able to transition back into the community after they get services from us,” Behan said.
Therapy is another big pillar in Copa’s mission, with coping mechanisms being a big emphasis throughout the program. Physical activities are also provided for residents looking to get active during their stay.
“We offer family therapy as well as individualized therapy,” Behan said.
With 24 beds for community members to use, most residents are referred to the facility by inpatient programs or hospital visits. The staff keeps a ratio of 1 staff member to 4 residents to maintain the level of care expected in the program.
“Its very personalized,” Behan said. “Everyone has an individualized plan to address the needs and what we can do to support them.”
