North Phoenix development called a ‘city within a city’

Plans are underway to build what some call a “city within a city” in north Phoenix. The $7 billion development project will be located at the northwest corner of Interstate 17 and Loop 303.

Officially called Halo Vista, it includes 2,400 acres that form a halo around the Taiwan Semiconductor Manufacturing Company, or TSMC.

Phoenix Economic Development Director Chris Mackay joined “Arizona Horizon” to discuss the project, which is meant to support TSMC’s operations along with a research and technology park.

“It is truly going to be the city within the city, 12 million square feet of industrial, 3.5 million square feet of office flex space and 500,000 square feet of retail and then residential amongst it, you can live and work right there,” Mackay said.

She said she expects other prime companies similar to TSMC to join Halo Vista. Mackay said that the supply chain was one of the reasons for building Halo Vista however it does not have to.

Regarding the residential portion to Halo Vista, Mackay said the homes will be rental, multi-family based, with for-rent condos and townhouses. The rental-based model targets the short-term residents working at the tech company within Halo Vista.

The infrastructure building is projected to begin summer of 2025 however she said this is a “25-year build-out.”

“We are more than 35 to 1 on return on investment and we expect the ultimate build-out about 62,000 jobs just in the Halo Vista area and the 35 to 1 is not counting the TSMC which is so astronomical I don’t know if we measure numbers that big,” Mackay said.

The whole point to Halo Vista is to create a place where people can live and work so that residents can avoid highways, according to Mackay.
