A new report from the Annie E. Casey Foundation focuses on the difficulties of placing teenagers in the foster care system with families as opposed to placing the teens in group homes. We talk to Beth Rosenberg, the Director of Child Welfare and Juvenile Justice Policy at the Children’s Action Alliance about the report and some of the challenges faced by teens in foster care.
